Is there a way to check and see if a label is docked to another, OR a way to fire a !bang upon docking/undocking?

OR a way to do this that exists?

Label X, holding the taskbar, can be moved around. Label Y can, too. If I stick Label X below label Y, and it snaps and docks, I can move Y and X moves with it. Yet if it is below Y, I also want it to change position as X changes height, so it appears to stay 'docked' to that side. If I could see if it were docked, a script could do coord checking for the rest.

If this can't be done, then I request onDock, onUndock, onSnap, and onUsnap actions in the future, OR a way to see what a label is docked to, or what labels are docked to a label (some way that can use a single label's name to retrieve the info as a list--maybe space-delimited(sp)).
